Why are we here?

For some reason, our mom brought us to a place where there were people and a lot of other dogs. The dogs were all in pens, and they didn't seem too happy. My Best friend Jessie is with me, though, so I'm not scared.

They took her away from me for a while and I howled and howled so they knew I wasn't happy. When they brought her back I kissed her a lot. I really missed her.

I heard them say her time was up but they had to keep me because I'm microchipped. But they didn't want me to start howling again so they let her stay a little longer.

I'm scared and confused why we're still here and our owner hasn't come back to get us.
